STATUTORY RULES and their force of Law. RULES are traceable to the earliest times of legislation. The enforcement of the Constitution led to swift and wide changes of Statutory Rules., Regulations, Notifications, etc. to fit in the changed circumstances of the Indian Republic. Statutory Rules are framed under the powers confirmed by an Act and they become a part and parcel of the Act as observed by the Hon'ble Supreme Court. The Statutory Rules made under a Statute must be treated for all purposes of construction or obligation exactly as if they were in the Act and are to be judicially, noticed for all purposes of construction or obligation.
