Harvey S. Rosen, in collaboration with Ted Gayer, has come up with the eighth edition of his popular book Public Finance. The book is known for following an innovative method of discussing the subject, a method that is both empirical as well as theoretical. This latest edition is thoroughly revised and updated to incorporate key changes in the major topics.

Public Finance is categorized into six sections to provide comprehensive coverage of all the relevant topics. The first section helps the reader in getting started with this subject by providing an introduction along with the tools of positive and normative analysis. The second section is Public Expenditure: Public Goods and Externalities. It includes five chapters that talk about political economy, education, public goods, externalities, and analysis of cost-benefit.

The third part of the book is on Public Expenditure: Social Insurance and Income Maintenance. There are five chapters in this section that discuss conceptual issues of income redistribution and relations between the market for healthcare and the government. A Framework For Tax Analysis is described in detail in the next section of the book and contains topics like taxation and income distribution, and efficient and equitable taxation.

The fifth section of Public Finance explores The United States Revenue System that is further organized into five chapters that talk about deficit finance and different kinds of taxes such as personal income tax and corporation tax. The last section is on Multigovernment Public Finance, where the reader will get to know about public finance in a federal system.
