Over the last twenty or more years many states have reformed their secured transactions law. One of the main reasons for this has been the clear link between such reform and the availability of credit and the drive to improve access to finance particularly for small and medium-sized enterprises. This book focuses particularly on developing and transitional economies in Africa which have legal frameworks influenced by English French Italian Portuguese and other laws. Reform in this area of law in African countries has taken a number of forms which it is intended to explore in this book. This book is a mixture of a critical description of the pre-reform law and practice in a number of states and the reform process itself as well as including a comparative analysis of the intended legal provisions and an examination of the early results of the reforms. It also sets a road map for the future of secured transactions reform; primarily in Africa but also in other states that have undertaken or are contemplating similar reforms.
