There is no shortage of books about politics and economics. Mr Moran contends that they are irrelevant while we do not have the machinery to implement any of them. There is no shortage of people who complain about bureaucracy. There is a shortage of people who analyse the causes and suggest solutions. This book is intended to make a start on redressing that balance.
