This work presents evidence on the effectiveness of employment and training strategies for specific groups. It reports and interprets the findings of the evaluation of employment and training programmes designed to increase the employment and earning, and reduce the dependence, of America's disadvantaged. This study includes sites across the US, a sample of over 2000 people, a random assignment experimental design, a two-year analysis period, data from specifically designed surveys, and a range of state and local administrative records. It measures effectiveness separately for adult men, adult women, female youth and male youth.
